I have:

rpm -q nss-pem
nss-pem-1.0.3-3.fc26.x86_64
nss-pem-1.0.3-3.fc26.i686

When I run
  dnf dist-upgrade

I get:
 Problém 6: nss-pem-1.0.3-3.fc26.i686 has inferior architecture
  - nss-pem-1.0.3-3.fc26.x86_64 does not belong to a distupgrade repository
  - problem with installed package nss-pem-1.0.3-3.fc26.i686

This is because
# dnf repoquery --releasever 27 nss-pem
nss-pem-0:1.0.3-5.fc27.x86_64

So i686 package is missing in x86_64 repository.
