Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Description of problem:
Historically,graphite2-devel package was shipped through both main and optional repositories but for some reason the updated version is only present in optional. This broke the update path for customers who have it disabled. We have only way how to fix this and that is to place -devel package into main repos. There is @additional-devel group in comps which targets most of variants. We need to place graphite2-devel there and supply rpm via additional_packages to remaining variants.

graphite2-devel-1.3.6-1.el7_2.x86_64.rpm is in both rhel-7-server-rpms and rhel-7-server-optional-rpms
graphite2-1.3.10-1.el7_3.x86_64.rpm is in rhel-7-server-rpms
graphite2-devel-1.3.10-1.el7_3.x86_64.rpm is only in rhel-7-server-optional-rpms

1. Disable optinoal
2. Install older version of graphite2-devel
3. Try to update graphite2-devel

So this is not about remaining variants (Client/Workstation), jira complained just about Server/Server-optional specifically.

I'll ensure presence in @additional-devel, however I'll not add them to any other variant outside Server/Workstation.

We will also not remove package from optional, we'll just ensure future shipment and presence in Server/Workstation
