For better user experience, we need to put password item after user item

Always

Steps to Reproduce:
1. login Web console
2. provision PostgreSQL (APB), click "next" and "next" to "Configuration" page
3.

Actual results:
Password item before User item
see attatchment

Expected results:
Password item after User item
