We want to provide a nice, Web forum interface for RDO mailing lists now hosted at lists.rdoproject.org.

The two clear tool choices are:

* Mailman 3 (convert from Mailman 2)
* Pony Mail (works for MM2 & MM3)

We need to create a list of decision criteria and process to run for deciding between these two tools.

The criteria should include:

* Usability -- test with volunteers from the community
* Profiles -- Create some user stories (e.g. user, devel, interested observer) and see how each pans out.
* Operations -- support & long-term maintenance
* Intangibles -- what do we consider the best practice back-end here, which tool fulfills it? Etc.

Let's get a list of such criteria types and see if we can narrow things to an actionable plan in parallel to the two POCs being created.
