Description of problem:
The display widget in Gnome 3.26 does not reliably allow displays to be dragged around.

Version-Release number of selected component (if applicable):
gnome-shell-3.26.1-1.fc27.x86_64

How reproducible:
Mostly consistent, sometimes it randomly works.

Steps to Reproduce:
1. Have multiple monitors
2. Open display settings
3. Try to move displays around

Actual results:
Be unable to drag monitors around.

Expected results:
Be able to drag monitors around and change the display ordering.

kparal reported that he's run into this before and is quite familiar with it. It apparently affects systems with three or more displays, even if one is disabled: a typical affected configuration is a laptop with two external displays, even if the laptop display is turned off.

Marking CommonBugs, it would be good to document this for F27, and explain how to 'jiggle the boxes' to make it work if possible.

Background info: this is with two external (fullHD) monitors, and a closed laptop lid.

No change, still broken here (two external monitors and a laptop lid closed). Exactly the same behavior as in Patrick's video.
