RHEL and Fedora prefers chrony as default ntp client/server implementation:

It's looks strange to use different time servers on different nodes, basically all of my non-tripleo nodes has chorny.

For example the RHEL cloud image has a default running chronyd.

Please default to chrony for consistency.
