The behavior in container management pages

Description of problem:

Missing uniform behaviour of the utilization drop down. In some pages the "Utilization" button is grayed out when no data available, while in others it is enabled and a message of "No Utilization data available" is shown.

We propose to gray it out in the container management pages like the VM pages.
