Description of problem:
CFME UI is not opening transform dialog when tagging VMware provider VM and selecting "lifecycle -> transform tagged VMs to RHV".
Issue is true for Chrome and Firefox browsers.

100%

Steps to Reproduce:
1. Browse CFME UI -> Compute -> Infrastructure -> Providers, select VMware environment -> click on VMs, tag VM checkbox -> select lifecycle -> transform tagged VMs to RHV.

Nothing happens.

Expected results:
Transform dialog should be opened

This functionality can be accessed from the VMs screen.

Co to Compute --> Infra --> Virtual Machines

run it from there.

Given this is not a regression, but new stuff I don't understand how this can be blocking anything.

My guess is that whoever added the functionality, added that just to the VM controller and not to the Providers one. And the toolbar button is displayed in both places.
