Description of problem:
On existing external network provider network (OVN), it's not possible to set a VLAN. 

This is required for the option to route OVN traffic through routable VLAN.

Version-Release number of selected component (if applicable):
4.2.0-0.0.master.20171114111003.git7aa1b91.el7.centos

How reproducible:
100%

Steps to Reproduce:
1. Create OVN network without VLAN configured.
2. Edit OVN network and try to change VLAN.

Actual results:
VLAN input box is disabled.

Expected results:
Should be enabled.

Petr, is it possible in your newly suggest API calls?

You can specify VLAN when adding a new external network. Edit of existing external networks is currently not allowed. However, it is to be supported in the future.
