I personally would be fine to just remove it. I can't really imagine a situation in which this is a good idea, or actually funny, let alone useful.

I would really argue in favour of simply removing offensive content. As said, I think it is at least questionable in some countries to distribute such content at all.

Why is there not just a cowsay-off? Debian has this, and it would certainly solve the legal problem.
