Error message after trying to power off VM

Description of problem:
VMs in RHV provider cannot be powered on/off using power buttons.

Version-Release number of selected component (if applicable):
5.9.0.9

How reproducible:
100 %

Steps to Reproduce:
1. Have RHV provider with one VM powered on and one VM powered off
2. Go to Compute -> Infrastrucute -> Virtual Machines
3. Select VMs for your provider
4. Click the checkbox of VM that is down and try to click Power -> Power On (you will get error message saying "No items were selected for Start")
5. Click the checkbox of VM that is up and try to click Power -> Power Off (you will get erroe message saying "No items were selected for Stop", see screenshot)

Actual results:
Power buttons return error message when used.

Additional info:
Tested with RHV 4.1.7.6

I forgot to mention that power on/off buttons work from VM's summary page.

Sounds like a general UI issue.
