Description of problem:

While adding Azure provider found that without Region selection also its validate; with no flash message instruction whereas 'Add' button disabled. 

When choosing the wrong region, Its validate and added successfully.

Steps to Reproduce:
------------------
1. Navigate to cloud Provider
2. add Azure without Region selection
3. Validate > No flash like 'region not selected' 
   disable 'Add' button indicates that its required field.
4. Select the wrong region. you will able to add successfully.


Actual results:
--------------
- No instruction except red border on the dropdown button.
- For wrong region selection able to validate and add 

Expected results:
----------------
- There should be validation for the region.
