Description of problem:
RHCEPH 1.3 currently ships Ceph 0.94.9. We should rebase to the latest upstream release.

Steps to Reproduce:
1. Install RHCEPH
2. Run "ceph --version"

Actual results:
0.94.9-something

Expected results:
0.94.10-something

1.3.4 has ceph version  v0.94.10*.
