I'm playing with fedora module builds. module-build-service requires mock-scm which pulls in cvs and svn of which I haven't touched for years. My cursory look of the code seems to indicate it doesn't use any of these commands unconditionally, only if they are explicitly requested. Certainly in the module-build-service case I can't imagine it's using anything other than git

Are these hard dependencies really required?

No. They can be soft requirements (Recommends)

Done in commit
* cd37ee9 (HEAD -> devel, origin/devel) soften mock-scm dependencies [RHBZ#1515989]
