Description of problem:
OSP11 -> OSP12 upgrade: upgrade-non-controller.sh script fails while running the upgrade os-net-config tasks

 upgrade-non-controller.sh --upgrade compute-0 fails with:

Adding a alternate solution here.  Discussion open for which would be the best.

We also need https://bugzilla.redhat.com/show_bug.cgi?id=1516867 for a complete solution.
