Description of problem:

rubygem-rmagick is blocking ImageMagick upgrade


Version-Release number of selected component (if applicable):

These are currently installed:

rubygem-rmagick-2.16.0-8.fc27
ImageMagick-6.9.9.19-1.fc27


Steps to Reproduce:
1. sudo dnf update

Actual results:

 Problem 1: package rubygem-rmagick-2.16.0-8.fc27.x86_64 requires ImageMagick(x86-64) = 1:6.9.9.19, but none of the providers can be installed
  - cannot install both ImageMagick-1:6.9.9.22-1.fc27.x86_64 and ImageMagick-1:6.9.9.19-1.fc27.x86_64
  - cannot install both ImageMagick-1:6.9.9.19-1.fc27.x86_64 and ImageMagick-1:6.9.9.22-1.fc27.x86_64
  - cannot install the best update candidate for package rubygem-rmagick-2.16.0-8.fc27.x86_64
  - cannot install the best update candidate for package ImageMagick-1:6.9.9.19-1.fc27.x86_64


Expected results:

The upgrade should just work.
