while attaching volume with an instance UI gives an unexpected error.

Steps to Reproduce:
1. Create one volume
2. Refresh Storage Provider
3. Now try to attached volume to any available instance

Actual results:

undefined method `available_vms' for #<ManageIQ::Providers::Openstack::CloudManager::CloudVolume:0x0000001816b530> Did you mean? availability_zone= [cloud_volume/attach]

Expected results:

It should attach
