When openshift_hosted_registry_storage_volume_size is set to some jinja code, this fix would assure the jinja code is interpret correctly.

Reproduce this bug with openshift-ansible-3.7.22-1.git.0.a938a52.el7.noarch, and verify this bug with openshift-ansible-3.9.0-0.16.0.git.0.9f19afc.el7.noarch, PASS.

@Jianlin -- can you provide Doc Text? I am adding this issue to the bug descriptions for 3.9 and am not clear on what the problem and the resolution is here.
