Description of problem:
0.4.1 contains an important fix for sever issue fixed upstream: https://bugs.launchpad.net/neutron/+bug/1627106

The fix is contained in OSP11 Neutron code. python-ovsdbapp was split from Neutron tree in OSP12 into its own library.

The package python-ovsdbapp-0.4.1-1.el7ost.noarch  in place for latest puddle
