Service Dialog showing default values not being selected

Description of problem:
Service Dialog elements with a default value set are not showing the default value when the Service Dialog is used or when editing the dialog. Exporting the Service Dialog reveals that the default values are saved in the DB.

Version-Release number of selected component (if applicable):
5.9.0.11

How reproducible:
Always

Steps to Reproduce:
1. Import Service Dialog attached to this BZ
2. Create a Service Catalog Item that uses the imported dialog
3. Order the Service Catlog Item and/or edit the Service Dialog

Actual results:
Default values are not selected or shown

Expected results:
The defined default value is selected and shown

Additional info:
The same behavior can be seen in the Service UI when ordering a Catalog Item.

I suspect this should be closed as its a result of this bz https://bugzilla.redhat.com/show_bug.cgi?id=1516721

Default values aren't being shown because they aren't being served...
