How this bug can be verified please?

Is connection to a RHV-3.6 is required?
Or is there some specific host placement required, as the attached patch implies?

Ilanit,

I used the environment on which the issue was found. I performed a refresh where there was a vm without placement policy. The connection to 3.6 is required to perform the refresh.

Verified on CFME-5.9.0.14/RHV-3.6.12

Connected to a RHV-3.6, full refresh ended up successfully.

For a VM that fo not have placement policy run Refresh - ended up successfully.

On RHV side, moved a VM from UP to down - on the CFME side refresh ended up successfully.
