Verified on CFME-5.8.3.1/RHV-3.6.12

Connected to a RHV-3.6, full refresh ended up successfully.

For a VM that do not have placement policy run Refresh - ended up successfully.

On RHV side, moved a VM from UP to down - on the CFME side refresh ended up successfully.

Also checked there are no ERROR messages in evm.log, during those actions.
