Description of problem:
When I create key pair in AWS console private key is downloadable with the request.
In CLI it's returned as response.

Version-Release number of selected component (if applicable):
5.9.0.11

How reproducible:
Always

Steps to Reproduce:
1. Add ec2 provider
2. Go to Compute -> Cloud -> Key pairs
3. Add a key pair

Actual results:
No prompt to download key pair so newly created key pair is absolutelly useless because we have no way to get private key.

Expected results:
There should be prompt to download key pair.

This has been fixed with this PR https://github.com/ManageIQ/manageiq-ui-classic/pull/3957

Verified in 5.10.0.1. Key pair is downloadable after creation.
