Description of problem:

The following tests fail when using RHEL instead of cirros with Tempest:

neutron_lbaas.tests.tempest.v2.scenario.test_listener_basic.TestListenerBasic.test_listener_basic
 neutron_lbaas.tests.tempest.v2.scenario.test_healthmonitor_basic.TestHealthMonitorBasic.test_health_monitor_basic
 neutron_lbaas.tests.tempest.v2.scenario.test_session_persistence.TestSessionPersistence.test_session_persistence
 neutron_lbaas.tests.tempest.v2.scenario.test_load_balancer_basic.TestLoadBalancerBasic.test_load_balancer_basic
 neutron_lbaas.tests.tempest.v2.scenario.test_shared_pools.TestSharedPools.test_shared_pools


Version-Release number of selected component (if applicable): openstack-neutron-lbaas-11.0.1-5.el7ost.noarch

How reproducible: 100%


Steps to Reproduce:
1. Delpy OSP 12 with neutron LBaaS
2. Run neutron lbaas tempest tests by using RHEL image and not cirros

Actual results: The above tests fail with "tempest.lib.exceptions.TimeoutException: Request timed out
Details: Timed out trying to connect to 10.0.0.229:80 after 120 seconds"


Expected results: All tests passed successfully
