Description of problem:
After reboot, manually starts the docker-latest/docker daemon could ends up with a race condition that the registries service not running first and docker/docker-latest default to pull from docker.io. It seems it needs After=registries.service to make it more robust. This seems also be a problem for docker's unit file.
