Description of problem: gflags is out of date Additional info: gflags 2.2.1 has been released which is stable and includes pkg-config support. I'm not sure why the new hotness didn't post.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle. Changing version to '28'.
Opencv 3.4.1 logs this [1] so maybe we should update it for F28 at least . Thanks [1] -- Detected broken gflags install in: /usr/lib64/cmake/gflags, version: 2.1.2 <= 2.1.2 which defines gflags_LIBRARIES = gflags which is not an imported CMake target, see: https://github.com/gflags/gflags/issues/110. Attempting to fix by detecting correct gflags target.
