Description of problem:
Playbooks that have been synced into the Embedded Ansible are unable to be tagged, yet the UI still displays a 'Smart Management Tags' section.

Steps to Reproduce:
1. Enable Embedded Ansible and Git Repositories Owner roles in a region
2. Point to a repository to sync and verify it syncs correctly
3. Navigate to Automation > Ansible > Repositories to view the repositories.
4. View any repository and verify that the Smart Management tags section exists, but you cannot add any Smart Management Tags

Actual results:

Cannot add tags


Expected results:

One of the two options:

1) Smart Management tags section not visible in the UI, because the object is not taggable.
2) The ability to add
