Description of problem:
Directory /var/log/tendrl/node-agent is not present after WA installation. It appears on all gluster nodes and on server node only after the machines are rebooted.

Steps to Reproduce:
1. Install WA
2. Look for /var/log/tendrl/node-agent folder on all hosts
3. Reboot all hosts
4. Look for /var/log/tendrl/node-agent folder on all hosts

Actual results:
Before reboot there is only /var/log/tendrl/api on server node. Machines need to be restarted to create node-agent log directory.

Expected results:
/var/log/tendrl/node-agent should exist right after installation and be able to store logs.
