Description of problem:
Upgrade of Ceph clusters which use non-colocated data/journal partitions from OSP11 fails.

The OSD container will not start trying to look for a journal partition on the same device where the data partition is. The upgrade process stops and fails; on the node where the upgrade started ceph-osd is shut off.

[root@ceph-2 ~]# /usr/share/ceph-osd-run.sh vdb

[root@ceph-2 ~]#

[root@ceph-2 ~]# ceph-disk list

 /dev/vdb1 ceph data, prepared, cluster ceph, osd.1, journal /dev/vdc1
