Description of problem: Upgrade of Ceph clusters which use non-colocated data/journal partitions from OSP11 fails. The OSD container will not start trying to look for a journal partition on the same device where the data partition is. The upgrade process stops and fails; on the node where the upgrade started ceph-osd is shut off.
