Description of problem:
[UI] - Import network > Network provider should be set by default in the drop down list.

Currently when opening the 'Import' network dialog, the drop down list of the 'Network Provider' is always empty by default, looks like the engine has no providers to display. Only after pressing the drop down list we can see the provider/s

The default should be to display the network provider, if we have only one, then to display it, if we have several providers, then arrange by name, like we do in all other drop down lists in the system.

How reproducible:
100%

Steps to Reproduce:
1. Install rhv 4.2 with ovn-provider
2. Import network via Networks

Actual results:
The 'Network Provider' drop down list show nothing, but should show the ovn-provider by default if no other providers installed in the system. 
In case of multiple providers, then arrange by name, but show me the provider in the drop down list always(if exist)

this bug is not specific to downstream; thus it should be tracked upstream.

This bugzilla is included in oVirt 4.2.7 release, published on November 2nd 2018.

Since the problem described in this bug report should be
resolved in oVirt 4.2.7 release, it has been closed with a resolution of CURRENT RELEASE.
