There's still no information about if or how the icu package would be affected, also bug 1523136 only mentions chromium-browser. Is the icu package even affected at all, or was this bug just created because the parent mentions icu somewhere?

The commit mentioned in comment#3 fixes the problem. This commit is included in icu4c-60_2-src.tgz which is in Fedora 28.
The bug still seems to exist in Fedora 27.
