Description of problem:

kolla generated Dockerfile for keystone has a pip install RUN command

How reproducible:
Always

Steps to Reproduce:
1. kolla-build --template-only ... keystone

Actual results:

$ grep "pip" ..path-to-generated-keystone/Dockerfile
25:           pip --no-cache-dir install --upgrade -c requirements/upper-constraints.txt /plugins/*; \


Expected results:

No pip commands in generated Dockerfile for RDO or RHOSP
