Bugzilla overview:
This is a backport request from Netronome for RHEL 7.5.

Bugzilla Description:
Modify ethtool utility to enable configuration of Forward Error Correction for network devices that support this.

Drivers or hardware dependencies: Netronome SmartNICs or NICs supporting FEC from other vendors

Upstream acceptance information:  The patch is available upstream. The relevant commit is:
