Description of problem:
'Guide' button under help returns 404- page not found in RHV

Pressing the 'Guide' button in RHV returns 404.

2017-12-25 09:14:34,638+02 ERROR [org.ovirt.engine.core.utils.servlet.ServletUtils] (default task-12) [] Can't read file '/usr/share/doc/rhvm-doc/manual/en-US/html/Administration_Guide/index.html' for request '/ovirt-engine/docs/manual/en_US/html/Administration_Guide/index.html', will send a 404 error response.

I'm not sure to where it should link me on RHV, on upstream if linking to the oVirt wiki pages.

Steps to Reproduce:
1. Log in to RHV and press on the 'Guide' button under help administration section.

it should send you to the rhv documentation. But since the documentation is not yet available, you will get 404. When it will be available, we can move this bug to on_qa for verification

Tomas is correct.

It would be nice if we detected the no-docs-installed condition and presented a nicer message.

4.2.1.6-0.1.el7 returns 404 again. Looks like it broken again..

All documentation is now broken, will be fixed in 4.2.2 as Greg changed.

Documentation is available, Guide link works again.
