Description of problem:
[OVS] - Disable/gray out the option to change the switch type on existing cluster

We decided to disable the option to change the cluster's type ovs<>legacy and it's now should be grayed out for existing clusters.
The only option to choose the cluster's type will be on new cluster flow.

There may be an agreement, but there is no consensus here.
IMO this is wrong.

We are breaking users who used it until now (for a year+ it was out there) and they will not be able to change their cluster back (from OVS to legacy).

I guess this came up from a reasoning that VM/s cannot be migrated to a new network type, which IMO should be a blocker to any feature that seeks users.
New capabilities will probably be added to OVN/OVS based clusters, leaving existing users behind, this makes little sense to me.

I'm going to verify this, but wondering should we add a tooltip on the grayed out 'Switch Type' layout explaining why it is disabled or something?

This bugzilla is included in oVirt 4.2.2 release, published on March 28th 2018.

Since the problem described in this bug report should be
resolved in oVirt 4.2.2 release, it has been closed with a resolution of CURRENT RELEASE.

If the solution does not work for you, please open a new bug report.
