This was packaged from a old kernel-utils .spec file, and a false, and clearly

[herrold@dhcp11 SPECS]$ diff rng-tools.spec~ rng-tools.spec
< Obsoletes:    kernel-utils
> # Obsoletes:  kernel-utils
[herrold@dhcp11 SPECS]$

is present.  patch is inline, but trivial

rng-utils-2.0-1.5.src.rpm  was the package examined, most recently touched in
march 2005 for the gcc4 rebuild effort

this is present in every new package that used to be in kernel-utils.
kernel-utils is gone for FC4, doing this makes sure it gets removed on upgrades.
