Description of problem:Currently UI shows all public IP that are not associated to any Network Interface(A) and Public IPs which do have Network Interface.
Public IPs (A) - can't be reused. if we select such PubIP we'll create New Public IP instead of reusing selected.


Version-Release number of selected component (if applicable):5.9.0.15


How reproducible:100%


Steps to Reproduce:
1.Have a Public IP which doesn't have Network Interface 
2.Provision azure Vm selecting such Public IP

Actual results: Vm provisioned but NEW public IP is created


Expected results:if such Public IPs are not acceptable for reuse - it would be better to hide them
