When installing python2-networking-l2gw-tests-tempest-0.0.1-0.20180219110812.8a8ec70.el7ost.noarch RPM it doesn't install on python2-neutron-tests-tempest although it depends on it.

Looks like we need a Requires in RDO packaging for this.

Upstream spec is fixed and now it imports neutron tempest test package:
