Description of problem:
All Keypairs are listed in provisioning and Service Catalog Item creation for restricted user

How reproducible:
100%

Steps to Reproduce:
1. Create group with tag restriction and assign user to this group
2. Add cloud provider, tag keypair
3. As restricted user navigate to provision dialog
4. Open keypair  selection dropdown

Actual results:
All keypairs are visible

Expected results:
Only tagged should be on the list

Drew - Is this a dup of one of your recent BZs/PRs?  If so can you make sure it is back-ported to 5.8.

Do you happen to have the appliance available where this was reported.  It sounds like a dup of https://bugzilla.redhat.com/show_bug.cgi?id=1514237 but I'd like to make sure.
