Description of problem:
Attempted to upgrade GA OCP 3.7.9 cluster to 3.7.23 build. The control plane upgrade failed (due to a known , so I skipped this aspects of the control-plane

How reproducible:
Unknown

Steps to Reproduce:
1. oc adm drain on a cluster node

Actual results:
Drain operation for a single node (ip-172-31-61-137.ec2.internal) has been running overnight.

Expected results:
Drain should terminate with success or error

Found that this is probably related https://bugzilla.redhat.com/show_bug.cgi?id=1521169 . Restart master-api allowed the drain to continue.
