Description of problem:
I attempted to perform a mock build against a Rawhide (f28) buildroot.
SELinux is preventing pmdalinux from 'getattr' accesses on the directory /var/lib/mock.

If you believe that pmdalinux should be allowed getattr access on the mock directory by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# ausearch -c 'pmdalinux' --raw | audit2allow -M my-pmdalinux
# semodule -X 300 -i my-pmdalinux.pp
