1. deploymentconfig scales a RC and scaling event is generated

Actual results:

Scaled replication controller "router-1" from 842424714384 to 1

Expected results:

Scaled replication controller "router-1" from 842424714384 to 0

Additional info:
This is a backport request to 3.6.  3.7 and later are not effected.
