Problem on UI

> Description of problem:

It is not possible to create GCE cloud provider for new regions, such as southamerica-east1. GCE has around 15 regions but the CFME UI is showing only 4, with names not used by the provider.

> Version-Release number of selected component (if applicable):

5.8.2.3.20171016155816_aaec796

> How reproducible:

Easily.

Steps to Reproduce:
1. From lateral menu, "Compute > Cloud > Providers"
2. Select "Google Compute Engine"
2. From top menu, "Configuration > Add New Cloud Provider"

Actual results:

CFME only lists 'Central US', 'Eastern US', 'East Asia' and 'Western Europe'.

Expected results:

It should lists the names of the zones, as listed in Google Cloud Platform (https://cloud.google.com/about/locations/), including 'South America' regions.

Discussed this with Julian Cheal and found out that CFME versions > 5.9 don’t support regions. So, closing this BZ.
