Description of problem:
When user generates remediation file by SCAP Workbench, it's expected Workbench will inform if no remediations are available, and thus this effort would be in vain.

How reproducible:


Steps to Reproduce:
1. open scap-workbench
2. tailor out everything except one of separate partition checks (rule_partition_for_var_tmp)
3. try to generate remediations

Actual results:
tool blindly generates empty remediation files (or file with header, but without content)

Expected results:
tool knows there's no remediation, and thus can inform user or does not show the option altogether
