Description of problem:
Building of API documentation for ots was disabled by Jeremy Katz in July 2003 by patching the Makefile.am.  Unfortunately, this also prevents the man page from being installed.

The included patch disables the API documentation generation with a configure switch instead which allows the man page to be installed.  Additionally, it allows us to remove the running of automake which patching Makefile.am introduced.

Actual Results:  <No values returned>

Expected Results:  Should have listed:
