Description of problem: gstreamer1-plugins-bad-free currently requires openjpeg-devel (1.*) version rather than the current 2.* version of the openjpeg library packaged as openjpeg2. Apparently, upstream supports 2.* so there does not seem to be a reason to keep using old version that is no longer supported upstream. I did a quick test with a trivial BR change: -BuildRequires: openjpeg-devel +BuildRequires: openjpeg2-devel Scratch build was successful, and libgstopenjpeg.so was built. https://koji.fedoraproject.org/koji/taskinfo?taskID=24437544 Is there any real reason to keep using old 1.* version?

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle. Changing version to '28'.
