apb remove --all failed with 404 error.

asb : 1.1.7
apb : apb-1.1.6-1.

Steps to Reproduce:
1. set broker-config:
    broker:
      dev_broker: true
2.. login to openshift;
3. list the apb 
[root@dhcp-140-42 apb2]# apb list --broker https://asb-1338-openshift-ansible-service-broker.apps.0130-tkd.qe.rhcloud.com
