What is the issue here?  The command only works against a 3.6 sever.  It has no meaning against any other server version.

a) my server is 3.9, not 3.7.  
b) the oc adm migrate authorization -h help and the online documentation don't mention it only works against a 3.6 server.

If you feel this is too much of a nit, NOTABUG it.

Running 3.7.27 oc against a 3.6 server also gives the message:
