Description of problem:
All Catalog Items are listed in resource dropdown while creating Catalog Bundle using restricted user.

Version-Release number of selected component (if applicable):
5.9.0.19

How reproducible:
100%

Steps to Reproduce:
1.Create group with tag restriction and assign user to this group
2.As admin create Catalog Item and Bundle
3.As restricted user create Catalog Bundle
4.While creating Bundle in resource tab check available Catalog items

Actual results:
All Catalog items available in resource dropdown for the restricted user.

Expected results:
Only tagged Catalog items should be available in resource dropdown for the restricted user.
