Description of problem:
'Confirm Subscription' is actively before the reCAPTCHA  is loaded.

How reproducible:
always

Steps to Reproduce:
1. Log in the INT, start to sign up free-int.
2. Go to the Confirm page, 'Confirm Subscription' is active, click it. Server response 'reCAPTCHA verification failed'.
3. After several seconds, 'reCAPTCHA' is appeared on the Confirm page.

Actual results:
'Confirm Subscription' is always actively. reCAPTCHA is loading slowly, almost costs 5s. 

Expected results:
'Confirm Subscription' is grey, and turns light after the reCAPTCHA loading is finished.
